In keeping with the goals of the Four Directions Challenge Grant for school empowerment
and sustainability of the project, 4D hereby announces that it will not host a summer
institute for the Year 2000; however, it will provide support to 4D schools to host
regional summer institutes. The purpose of the institutes is to allow schools to reach out
to other schools within their community to increase collaboration and interaction. Four
Directions would like to encourage schools hosting these institutes to continue the
collaboration that begun at the last summer institute with the various strands. Schools
wishing to host a RSI need to submit a plan to the Laguna Department of Education by
February 15, 2000. The number of schools selected will be approximately four, although the
final number will depend on the number of qualifying applications received. Announcement
of selections made will be no later than February 29, 2000.
4D will provide support in the following ways:
· Travel: Travel to and from the site for 4D participants will be
funded. Individual RSIs will set their own limitations on number of participants, so it is
possible that a school might decide to have their team attend more than one RSI. Four
Directions however, will pay travel to one institute per person. Four Directions will not
pay for anyone other than a participant from a 4D school. Participant can include school
students or community members.
· University Partner Consultants. Although a high level of expertise
exists within our schools, a hosting school may request the attendance and assistance of
university staff (as available). Schools must keep in mind however, that the purpose of
the RSI is to empower their school in their own community by providing the training
themselves. 4D will cover the expense of these partners within our current budgeted
resources.
· Additional funds: Funds for the final year of the project have been
reduced from those of past years, however, Four Directions will work to set aside a
budgeted amount to be divided among the RSI schools to support their training institutes.
The amount available for schools will vary depending on training provided. Procedures for
acquisition and accounting will be sent out with the announcement of award for an RSI.
· Non-use of funds: 4D funds will not be used for purchasing of
equipment or for non-4D participants.
Procedure for Submitting Proposals:

Requirements for proposals:
· Descriptive narrative. The descriptive narrative should include a
brief overview, 1-2 pages, of the objectives and plans for the training institute. It
should include a general description of the kinds of classes, experiences, and activities
that would be included, although a schedule is not required at this early stage.
· Dates. Two sets of possible dates should be included. 4D may need to
request that one, rather than the other, of the dates be selected to avoid conflicts among
the RSIs.
· Consultant requirements. Who will you need from among university
staff to support your plan of operation? This is important information to avoid conflicts
and try to meet the needs of all . Please remember, as much as possible, you should use
the expertise that exists within your own school and community.
· Documentation of support. Letters and/or other official documentation
of strong support from tribal council, school administration, community, and local 4D team
are required.
· Documentation of physical capability. The ability of the school to
meet such physical requirements as technology resources (computers, connectivity),
housing, dining, recreation, and accessibility (travel in and out of site), need to be
noted.
Please contact the Four Directions Office with any questions you may have. We encourage
schools that have the resources to host these institutes to apply. Upon selection, schools
will be notified and additional planning and documentation will be required at that time.
